Joe is a recognized subject matter expert in the fields of vibration suppression and small satellite launch infrastructure. He has developed space flight hardware in both disciplines and has written dozens of technical papers. He studied structural dynamics at the University of Cincinnati, and, as a Co-op at Structural Dynamics Research Corporation, he was trained in both experimental and analytical methods.
Joe joined CSA Engineering (now Moog Space and Defense) and focused on passive vibration suppression solutions for a wide range of applications; he has managed vibration mitigation programs for aerospace, medical, and industrial customers. Early in the small satellite era, Joe led the development of ESPA, the EELV Secondary Payload Adapter, and continued in this field to facilitate ridesharing of small satellites.
Career highlights include his first flight hardware program which resolved a launch vibration issue for Los Alamos National Labs’ FORTE satellite with viscoelastic struts installed between equipment decks of the spacecraft. Career highlights include his first flight hardware program which resolved a launch vibration issue for Los Alamos National Labs’ FORTE satellite with viscoelastic struts installed between equipment decks of the spacecraft. Joe managed the CSA team that developed solar array dampers for the Hubble Space Telescope, which were installed by Shuttle astronauts on the fourth Servicing Mission. For NASA’s Constellation Program, he led a team of Moog engineers to implement vibration cancellation for the Ares I first stage as part of the Thrust Oscillation Mitigation effort. Joe was Principal Investigator for the development of ESPA, pioneering standards for small satellite space access; he has managed several ESPA programs for NASA, the Air Force, and commercial customers, including the ORBCOMM Generation 2 (OG2) Satellite Dispenser team supporting the launch of multiple satellites on Falcon 9 to populate the OG2 constellation. He has continued to support the evolution of ESPA, including added functionality for specific customer objectives, and as Program Manager for a Phase 3 AFRL SBIR to develop a geostationary hosted payload capability using ESPA as a spacecraft bus.
